
From February 2005 the Health and Safety Executive (HSE) decided to introduce two commencement date on which new legislation would come into force - these dates being the 6th of April and the 1st of October. This harmonising of commencement dates was introduced to allow employers, employee representitives and individuals to better plan for and implement new measures to take into account new legislation.
Some domestic legislation and regulation additions and amendments coming from Europe are not aligned with these common commencement dates so safety managers and other safety professionals still have to keep abreast of new legislation to ensure activities and staff for which they are responsible remain fully compliant making policy and procedural changes as necessary.
